Television advertising for healthcare providers in Italy

Product and service rules

Medical and dental information must respect professional limits

Regulator guidance

Article 56 addresses qualifications, professional activity, service characteristics and fees. Information must be accurate, clear and appropriate; comparative information needs measurable, reliable clinical indicators recognised by the scientific community. Do not present unvalidated innovations as established benefits. Additional statutory healthcare-advertising rules require review.

Review promotional pricing against the statutory healthcare limits

Editorial recommendation

The officially published 2023 amendment to article 1(525) excludes attractive or suggestive elements, including offers, discounts and promotions capable of causing inappropriate recourse to healthcare treatment. This is not a ban on every factual statement of fees: assess how the message affects informed choice and appropriateness of treatment.

The amendment text has now been checked directly in the Gazette. Retain a final consolidated-law check for the campaign date and apply the professional code and regional provider requirements separately.

Regulator guidance

The EU consumer-protection framework addresses misleading actions and omissions, including an overall deceptive presentation and undisclosed commercial intent. Review benefits, risks, qualifications and prices as a whole under the national implementing law. Space limits do not provide an automatic exemption from material information requirements.

Review the broadcast execution

Editorial recommendation

Confirm product eligibility for public broadcast and the applicable broadcaster code and clearance process. Review warning timing, speech and image together; internet-video approval does not automatically cover television.

Healthcare Providers & Professionals: prepare the review

Editorial recommendation

Verify the provider entity, professional registration and claimed specialties. Check the professional regulator for the practitioner type and region. Review patient stories, comparisons, titles and recruitment language before publication.

Keep a traceable campaign decision

Editorial recommendation

Keep one review record linking the offer, local market status, claim evidence, exact creative, media settings and any regulatory or professional clearance. Record who checked each condition. Reopen the review when the offer, claim, source rule or execution changes.

Pre-publication checklist

  • Verify the provider entity, professional registration and claimed specialties.
  • Check the professional regulator for the practitioner type and region.
  • Review patient stories, comparisons, titles and recruitment language before publication.
  • Record product or provider eligibility before approving claims.
  • Archive the final creative and its evidence, permissions and review decisions.
  • Assign an owner for source updates, complaints and prompt withdrawal of inaccurate material.

Scope and unresolved questions

  • The Gazette text of the 2023 healthcare-promotion amendment and the Ministry OTC/SOP application procedure are documented. A final consolidated-law check, regional provider conditions and exact authorised social-media functions remain necessary. AGCOM disclosure and registration thresholds do not replace healthcare advertising authorisation.
  • This national baseline does not review every broadcaster rule, platform policy, regional licensing condition, promotion mechanic or data-transfer arrangement. No format-specific warning dimensions or durations should be inferred where none are supplied.
Research scope, introduction and dates

Provider communication in television campaigns in Italy needs an accurate account of qualifications, professional scope and the available care. Check the regulator for the actual practitioner and location before using comparisons, patient stories or specialty titles.

For television, assess both the creative and the broadcaster's classification of the placement. Presenter choice, voiceover, warning panels and cut-down versions need to work within the same execution; sponsorship and product placement have their own conditions.
