Print advertising and advertorials for OTC medicines in Italy

Public medicine creative needs ministerial authorisation

Regulator guidance

Confirm the exact OTC or SOP product’s advertising eligibility and obtain the Ministry’s authorisation for the message and relevant distribution media. Claims must follow the product information, be objective and support rational use. Public sale without a prescription does not remove the advertising authorisation requirement.

Use the correct OTC or SOP advertising application

Regulator guidance

The Ministry provides separate OTC and SOP application forms. The manufacturer, marketing authorisation holder or authorised representative submits the proposed message and identifies each medium; one application concerns one text, although it may identify multiple media. Product non-prescription status alone does not approve the advertisement or every digital placement. Use the current procedure and applicable internet guidelines with the exact creative.

Channel rules

Check the complete consumer-facing message

Regulator guidance

The EU consumer-protection framework addresses misleading actions and omissions, including an overall deceptive presentation and undisclosed commercial intent. Review benefits, risks, qualifications and prices as a whole under the national implementing law. Space limits do not provide an automatic exemption from material information requirements.

Review at final printed size

Editorial recommendation

Approve the advertorial label, full layout and legibility at actual size. Check what must appear in the advertisement itself before moving details behind a QR code.

Campaign workflow

OTC Medicines: prepare the review

Editorial recommendation

Confirm the exact product qualifies for consumer advertising in this country. Match each indication, dosage and safety statement to the current local product information. Obtain the applicable warning wording and format rules before buying space.

Keep a traceable campaign decision

Editorial recommendation

Keep one review record linking the offer, local market status, claim evidence, exact creative, media settings and any regulatory or professional clearance. Record who checked each condition. Reopen the review when the offer, claim, source rule or execution changes.

Pre-publication checklist

  • Confirm the exact product qualifies for consumer advertising in this country.
  • Match each indication, dosage and safety statement to the current local product information.
  • Obtain the applicable warning wording and format rules before buying space.
  • Record product or provider eligibility before approving claims.
  • Archive the final creative and its evidence, permissions and review decisions.
  • Assign an owner for source updates, complaints and prompt withdrawal of inaccurate material.

Scope and unresolved questions

  • The Gazette text of the 2023 healthcare-promotion amendment and the Ministry OTC/SOP application procedure are documented. A final consolidated-law check, regional provider conditions and exact authorised social-media functions remain necessary. AGCOM disclosure and registration thresholds do not replace healthcare advertising authorisation.
  • This national baseline does not review every broadcaster rule, platform policy, regional licensing condition, promotion mechanic or data-transfer arrangement. No format-specific warning dimensions or durations should be inferred where none are supplied.
Research scope, introduction and dates

For OTC medicines in print campaigns in Italy, confirm the advertising status of the exact product. This framework connects the locally permitted uses with the information, warnings and execution checks relevant to the selected channel.

Printed advertisements must work at their final physical size. Review the advertorial label, required information, images and multipage layout together, including what stays on the page when a QR code points readers elsewhere.

How to use this national baseline

Editorial overview

This framework combines researched national rules with editorial review steps. Italian medicine, device and medical-information baseline plus EU requirements. A visible channel workflow does not establish that the selected product or service may be advertised there. Read the category restrictions first.

The review date identifies when the cited provisions or regulator excerpts were checked. It does not mean that every local rule, exception, professional standard or platform policy has been reviewed.
