Review the device’s claims and intended user
Regulator guidance
The PMD Act prohibits false or exaggerated performance claims and promotion of products requiring but lacking approval or certification. Certain professional-use devices also face public-advertising restrictions under the advertising standards.

Check the professional-recommendation restriction
Regulator guidance
The advertising standards restrict specified professional and institutional recommendations. Check the exact endorser and product before commissioning an expert testimonial.

Check approval before promoting a product’s name or performance
Legal requirement — paraphrased
Applies when: The product falls within the approval/certification categories specified by Article 68.
MHLW’s PMD Act summary identifies Article 68 as a prohibition on advertising the name, manufacture, efficacy, effect or performance of specified medicines and devices before required approval or certification. Describing an offer as pre-launch does not itself establish an exemption.

Check the complete consumer-facing message
Regulator guidance
The misleading-representations regime covers goods and services, including misleading impressions about quality or price advantages. Review the full presentation and offer conditions. A truthful individual detail does not justify a deceptive overall claim.

Advertiser-directed content must be recognisable as advertising
Regulator guidance
CAA’s stealth-marketing rule addresses a supplying advertiser involved in determining a representation whose commercial nature consumers cannot recognise. Assess the brand’s role in the content and the overall presentation, including commissioned posts and reviews.
An influencer acting only as the commissioned publisher is generally not the regulated advertiser under this particular designation; CAA identifies joint supply of the product as an exception. This does not exempt the content from product-advertising law or other duties.

Review promotional posts and reposts
Editorial recommendation
Assess brand posts, staff content, pinned comments and adopted customer stories. Unpaid distribution does not itself make a promotional claim non-commercial. Establish a process for live replies and corrections.
Campaign workflow
Diagnostics & Health Testing: prepare the review
Editorial recommendation
Separate a test kit, laboratory service, screening package and medical interpretation. State the intended population and explain the limits of a positive or negative result. Review both product rules and provider rules when a device is bundled with a clinical service.
Keep a traceable campaign decision
Editorial recommendation
Keep one review record linking the offer, local market status, claim evidence, exact creative, media settings and any regulatory or professional clearance. Record who checked each condition. Reopen the review when the offer, claim, source rule or execution changes.
Pre-publication checklist
- Separate a test kit, laboratory service, screening package and medical interpretation.
- State the intended population and explain the limits of a positive or negative result.
- Review both product rules and provider rules when a device is bundled with a clinical service.
- Record product or provider eligibility before approving claims.
- Archive the final creative and its evidence, permissions and review decisions.
- Assign an owner for source updates, complaints and prompt withdrawal of inaccurate material.
Scope and unresolved questions
- March 2026 sixth-edition medical advertising examples, website exemption conditions and FFC transitions have been checked. Remaining checks concern prefectural implementation, practitioner-specific and pharmacy requirements, actual product notifications and treatment disclosures, personal-information processing and each messaging technology. This pack does not supply every Japanese mandatory warning text.
- This national baseline does not review every broadcaster rule, platform policy, regional licensing condition, promotion mechanic or data-transfer arrangement. No format-specific warning dimensions or durations should be inferred where none are supplied.
Research scope, introduction and dates
Advertising diagnostic tests and services in organic social posts in Japan requires a distinction between the test product, the laboratory service and the interpretation of the result. Use this framework to review those layers and the limits of the advertised outcome.
An unpaid brand post can still have a promotional purpose. Review captions, reposted customer experiences, employee contributions and live replies, including how a commercial message is identified when that purpose is not obvious.
General market orientation, not legal, regulatory or medical advice, a complete compliance plan or clearance of an advertisement. Actual requirements depend on the specific offer and campaign.
How to use this national baseline
Editorial overview
This framework combines researched national rules with editorial review steps. Japanese product and medical-service advertising baseline; local and product-specific implementation requires review. A visible channel workflow does not establish that the selected product or service may be advertised there. Read the category restrictions first.
The review date identifies when the cited provisions or regulator excerpts were checked. It does not mean that every local rule, exception, professional standard or platform policy has been reviewed.
