Product and service rules
Evidence and professional competence apply to treatment promotion
Regulator guidance
CAP section 12 requires evidence for objective health claims and suitable professional supervision where medical attention is needed. Do not discourage essential treatment. Check the relevant professional and provider regulator in addition to the advertising code.

Cosmetic interventions have an age-targeting restriction
Regulator guidance
CAP rule 12.25 restricts directing cosmetic-intervention advertising at under-18s through media or context. Prescription-only product restrictions also apply to injectable treatment promotions. Review the relevant broadcast rules separately for television and radio.

Avoid pressure tactics and procedure prizes
Regulator guidance
Applies when: A GMC-regulated professional markets cosmetic interventions.
GMC standards require factual, checkable information, realistic outcomes and clear notice of a required medical assessment. Do not trivialise risks or present an intervention as risk-free.
Do not use tactics that encourage an ill-considered decision or offer the service as a prize. The professional must not knowingly let another party misrepresent the service in conflict with these standards.

Check the complete consumer-facing message
Regulator guidance
The DMCC consumer-protection regime addresses misleading claims, deceptive overall presentation and material omissions. Support factual statements with evidence and present important conditions in time for an informed decision. Review prices, qualifications and commercial intent alongside the health-sector requirements.

Check public exposure and legibility
Editorial recommendation
Review the actual viewing distance, dwell time and location. Treat the placement as public-facing and establish whether the required information can fit legibly; do not shorten mandatory wording without a supported exception.
Check the placement audience as well as the targeting setting
Regulator guidance
The CAP explanation excludes non-broadcast cosmetic-intervention placements aimed at under-18s and media where at least 25% of the audience is under 18. Creator audience data therefore matter alongside campaign age settings.
Broadcast scheduling uses a separate rule for programmes commissioned for, principally directed at or particularly appealing to under-18s. The intervention definition includes surgical and non-surgical procedures, but excludes ordinary cosmetic products.

Aesthetic Medicine & Cosmetic Procedures: prepare the review
Editorial recommendation
Separate the procedure, clinic, device, cosmetic and prescription medicine in the offer. Check restrictions on injectables and other products even when the headline advertises a consultation. Review realistic outcomes, risks, patient images and time-limited offers.
Keep a traceable campaign decision
Editorial recommendation
Keep one review record linking the offer, local market status, claim evidence, exact creative, media settings and any regulatory or professional clearance. Record who checked each condition. Reopen the review when the offer, claim, source rule or execution changes.
Pre-publication checklist
- Separate the procedure, clinic, device, cosmetic and prescription medicine in the offer.
- Check restrictions on injectables and other products even when the headline advertises a consultation.
- Review realistic outcomes, risks, patient images and time-limited offers.
- Record product or provider eligibility before approving claims.
- Archive the final creative and its evidence, permissions and review decisions.
- Assign an owner for source updates, complaints and prompt withdrawal of inaccurate material.
Scope and unresolved questions
- Windsor medicine licensing and the GB/NI device distinction are now documented. Verify the exact authorisation, certificate validity, transitional eligibility and destination market. Food-claim transitions, other professional regulators and broadcaster-specific clearance remain separate checks.
- This national baseline does not review every broadcaster rule, platform policy, regional licensing condition, promotion mechanic or data-transfer arrangement. No format-specific warning dimensions or durations should be inferred where none are supplied.
Research scope, introduction and dates
An aesthetic campaign on outdoor and place-based displays in the United Kingdom can advertise a clinic while also implying claims about a procedure, device or prescription medicine. Separate those elements first, then review outcome images, risks and commercial pressure.
A poster, digital screen and waiting-room display raise different execution questions. Assess viewing distance, display format and location together, preserving the specific restrictions that can apply inside healthcare or retail premises.
General market orientation, not legal, regulatory or medical advice, a complete compliance plan or clearance of an advertisement. Actual requirements depend on the specific offer and campaign.
How to use this national baseline
Editorial overview
This framework combines researched national rules with editorial review steps. UK advertising baseline with a required Great Britain versus Northern Ireland product-regime check. A visible channel workflow does not establish that the selected product or service may be advertised there. Read the category restrictions first.
The review date identifies when the cited provisions or regulator excerpts were checked. It does not mean that every local rule, exception, professional standard or platform policy has been reviewed.
